No, you are dead. A spell tattoo appears to require a standard action to activate (going off PFSRD). Since Breath of Life as a spell also requires a standard action to cast, I don't see any wiggle room.

I was also under the impression that it was a 5th level spell and that I could buy it modified with quicken spell, and then I also just checked the rules and it seems that I can't do that as well.

As well, that seems more like a Pathfinder rules question than a PFS question.
Have you considered contingency to cast a healing spell once your hit points reach a particular thresh-hold?
