If i for example have a +2 Chainmail, can i just pay 5000gp to have it brought to +3, or do i have to sell it and by a +3 one?

Anyway, if i could, would it be raw or rai?

Did not even know this was an actual rule and just assumed we were houseruling it intelligently.
