Can you use this on a condition that you would be immune to? Such as a character with Protection from Evil cast transferring a Dominated or Charmed type condition?

You can find a list of conditions here. Dominated or charmed are not conditions so much as they are spell effects.

That said, pinned is in that list and I don't want to think about how that works.
