Can you use this on a condition that you would be immune to? Such as a character with Protection from Evil cast transferring a Dominated or Charmed type condition?

Doesn't this refer to the list of conditions ? But yes, if you are immune to said condition you could take it and removed the effect. I don't think that Dominated and Charmed are conditions though.
