Question about Templates and player characters.

Are templates designed for player characters and npc monsters alike? Also, is an npc/monster's CR the equivalent of a player character's level?

Can someone please shed light on this. Another player and I have been arguing with the DM about this subject because we think he has a misunderstanding of the rules. I just need it clarified.

The templates in the Bestiary are primarily meant to be used for NPCs and monsters. Some of them could be unbalancing if used by PCs.

The CR of an NPC/Monster is mostly equivalent with a PC's level.

A PC class is character level -1 CR.

So a rogue 5 or a fighter 5 or a barbarian 5 would all be a CR4.

Yes. I said mostly equivalent because if you give the NPC Rogue 5 gear according to PC values, then it would be a CR 5 rather than a 4.
