Recently, I quite suddenly needed an alchemist NPC in my game, so I went looking for a statblock to pull. No dice. I ended up using a shaman with Craft: Alchemy from the GMG, but I felt the lack. I'm not sure what kind of book these would go in--certainly nothing that's currently on the production docket--but it would be a useful utility that I'm sure that more GMs than just myself would appreciate.
So would such a thing be possible?

I would love to see something like that. An entire hardcover of NPCs set out as two-to-a-page just like the GMG. Using the CRB primarily, with separate chapters for the APG, UC, UM, etc. This way, those who don't want to use those extras don't have to.
The thing I like most about the NPCs in the GMG is that they are single classes. I've bought some 3PPs pdfs offering a similar product (with some of the NPCs given a deeper background) and was disappointed by the complexity of their stats. I want my NPCs to be a single class with straightfoward feats of relatively common gear, not half-elf lichs with two templates and four PC classes. I want to be able to open the book and look at the first few lines and think to myself that I know how this class works, I know how these feats work, I know what his weapons look like (so that I can describe them).
I have the GMG as a pdf, so I generally print the ones I want, then write all over them. I'll swap out feats and gear to fit my needs. I'll detail the info needed for feats or poisons or spells or Supernatural Abilities etc. And I'll add a name and other campaign info. With around 2 minutes work, including looking up and printing, I have a useable NPC where most of my creative effort goes into the name and relationship of the NPC to the campaign.
Sell me more of that.
