So the Changeling race is effectively an immature Hag. I have some questions about them. I cannot find the answers in the published materials, and would ideally hope someone on the development team might chime in with their ruling on this.
- If a Changeling PC answers "the Call" and is transformed, she becomes a Hag. How should that be handled? Switch old racial modifiers with new? In particular, should she gain the Hag Monstrous Humanoid Hit Dice, or should I just treat the Hag traits as a template?
- If she does not answer "the Call", it eventually fades. As the Hag is the adult form, does this mean the Changeling remains young, or would she age as a member of her father's race?
- Do Hags die of age? There seems to be some very old ones around, notably Gylonna and Baba Yaga.

First of all, this is a monstrous race not intended for PCs (as are all the beastiary races).
Second, since the call usually starts at puberty, and adventuring doesn't start until the end of puberty, it seems likely that any PC changeling will have already resisted the call and had it fade.
If the PC changeling is tracked down by her mother, though, and transforms, I would probably treat this as the end of the PC. There is no hag "template." She would just become a hag, gaining their stats and abilities. Unless you are ready to introduce full on monstrous PCs into your campaign (not just PCs with monstrous races), I would retire the character at this point, or avoid it altogether. The mother's pursuit is the sort of thing which could be worked out between the DM and player as a long-term story arc for the character, with the hag serving as a recurring villain. It could also be worked out as a way to retire the character. I really don't recommend having them remain a PC after transformation.

I understand that most games likely would not feature Hag PC adventurers, or monstrous PCs whatsoever, or evil PCs. In some games it would fit well, however, and there are some guidelines given for running monstrous PCs, including converting CR to effective levels. It would also matter in case of NPCs; suppose a good-aligned NPC Changeling Witch is forcibly transformed. Would she gain Hag hit dice, and if so, would they come at the cost of Witch levels? Above all, what is the intention for non-Hag Changelings as they grow older?

It's a pokemon sort of evolution -- the changeling itself is its own race... however it can 'evolve' into a hag. It doesn't have to however and would go on to lead a 'normal' lifespan for a changling if it doesn't.

I dealt with hags in an entirely different manner.
Changelings who are not witches become hags and thus NPCs in the same way that I would do to a character killed by shadows and becoming a shadow, or drained by wights and becoming a wight. The change in their mentality and personality destroys whatever spark was the PC.
Witches are another matter entirely.
What happens when a witch betrays her patron, or loses her patron's favor? There are only two things a patron gives a witch - knowledge....and a familiar. If they lose the patron's favor, they lose their spellcasting, and have only what little magic has become inherent to them - in effect, they become hags.
Ever notice how hags are adapted to their environs? Even the Black Annis is adapted to the outer planes she lairs in. Interestingly, there is a bit of fluff about elves also adapting to their environment. It's a few sentences in their racial description.
Then I realized....hags are elven witches who have lost contact and the grace of their patrons, becoming more and more tied to their environment and more and more dependent on what little magical talent they have left to them. The expansions of witches' hexes have only made it more and more obvious....

Thus, the abandoned offspring graft themselves into whichever society will accept them, adapting to new roles with remarkable ease.
I think this suggests the changeling adaptability is in part biological in nature. I think that same biology would cause the changeling to mirror what is normal for whatever race they were adopted into. Thus a changeling raised among humans and believing themselves to be 'human' would age as a human. One raised among elves and believing themselves to be mostly/probably elvish would be age as an elf, etc.

This statement isn't true as the rules are currently written.
