PLEASE LET ME CLARIFY THIS: I DO NOT WANT OR NEED *RULES* FOR AN UNDERSEA CAMPAIGN.
I am simply asking for suggestions for reference materials, or ideas for under water dungeons.
I've been considering running an under sea adventure for my group and books in that setting have been challenging to find. I welcome any ideas from the wide world of the Paizo internets!

Open Design's Sunken Empires is good. That's 82 pages long.
It you're looking for something really detailed, you'll probably want to look into Alluria Publishing's Cerulean Seas Campaign Setting, which is 290 pages.
How much time do you expect to spend underwater? Because I expect that Cerulean Seas is better if you expect to spend around half of the campaign submerged. Lots and lots of ideas there. But both have hazards and the like.

Yeah, you'd probably get the most use out of Cerulean Seas. It is based around the idea of a world that has been 99.9% flooded. It goes into buoyancy of creatures and objects, classes and spells underwater and so on, only about 25 pages of material out of the 290 being extremely campaign specific.
