Quick question - are the values for lifting overhead, lifting off ground and dragging/pulling part of a character's weight-encumbrance capacity, or are they separate pieces derived from those base values? The relevance here is that one of my PCs crafted a ring of Ant Haul and gave it to the 18 STR fighter so that the group no longer had to worry about the weight of waterskins (which I require, especially as they're going through Kingmaker now.)
That's all well and good, but does Ant Haul mean that the fighter--who could previously drag 1500 pounds--can now drag 4500 pounds, essentially easily pulling carts designed for horses if need be?

Doubling your capacity is equivalent to +5 strength, and also equivalent to +1 size category. Yes, an 18 Str fighter with Ant Haul has roughly the same hauling capacity as a horse.
However: Why the hell isn't there someone with create water (a cantrip that would fix this issue)? Or a command word activated item for the same? The latter would only cost about a grand at most.

I think wheels add a lot to what can be "dragged". Drag applies to pulling something along the ground with a lot of friction, like dragging a comrade to cover or sliding a statue across the ground. Wheels make it easier.
I've pushed around a dump truck in neutral on fairly level ground and it wasn't that hard once it got going. So if you hook that character up to a cart they should be able haul a whole lot more than 4,500 pounds.
But yes, 18 strength +mule cords Does add to push drag and all the rest.
Stop bothering to check encumbrance unless they're bringing back statuary.
