I have a question both dealing with natural weapons and the number of attacks.
I am GMing a group. They are 3rd level. I have a new player wanting to join. He wants to play a centaur PC. He has chosen a ranger class and Natural Weapon as a combat style. . He character is planning on using a long sword and a shield in his hands. We were why he was taking Natural Weapon combat style and we have a disagreement with number attacks.
He thinks he can do a full attack with the sword and both hooves. If he wants to use his hooves he need two-weapon fighting. What do you think?

He can, but only with one hoof. PFSRD link. TWF only covers attacks involving hands, so that wouldn't apply.
One standard weapon + one hoof or two hooves.

The link to the natural attack entry has been provided in the second post, but the conclusion that only one hoof can be used is incorrect.
A creature with both natural and manufactured weapons can use all of these attacks as part of a full round attack. The natural attacks are treated as secondary attacks at -5 to hit and only gain 1/2 strength bonus for the attack. While a creature that is using one of the limbs that employs its manufactured weapon has to give up the natural attack for that weapon, a centaur's hoof attacks are not used for the sword attack; a hand is used for such an attack. So, a centaur can make a full round attack that consists of his sword attack(s) and his two hoof attacks. If his BAB is high enough, he will get multiple attacks with his sword.
Two weapon fighting penalties apply to manufactured weapons only. Anyone who can gain multiple attacks through the use of an additional weapon. The Two Weapon Fighting feat merely reduces the penalties. For example, the centaur can choose to fight with two longswords, sword and dagger, etc. instead of sword and shield, and could still get his hoof attacks. He would take penalties for fighting with the two weapons and his hoof attacks would be secondary attacks.
Given the level of your party, you may want to be sure you read the section on Monsters as PCs regarding the centaur's CR and character level.

Creatures with natural attacks and attacks made with weapons can use both as part of a full attack action (although often a creature must forgo one natural attack for each weapon clutched in that limb, be it a claw, tentacle, or slam). Such creatures attack with their weapons normally but treat all of their available natural attacks as secondary attacks during that attack, regardless of the attack’s original type.
