Does the above reference to level mean that a character must be a 5th level magus in order to get the +2 bonus or does it refer to character level. Would the arcane pool of a Fighter/Magus (4th/1st) grant a +2 enchantment bonus or only a +1 enchantment bonus?

I would imagine that since it is strictly a magus ability, that the ruling is referring to magus levels.
This would be similar to how many rounds of rage per day a barbarian gets. For every level beyond the 1st, a barbarian can rage for 2 more rounds. The text does not refer to them as barbarian levels.

Unless a class ability specificially states "character level" then it refers to class levels. So a Fighter 4/Magus 1 gains +1 enhancement bonus from his Arcane Pool ability.
