I would say yes, in the same way a dwarf could make any of the dwarven weapons.

yep "treat it as a martial weapon" there are no caveats stated or even hinted. Not "in this situation or not that"... he flat out treats spiked chains and dire flails as martial weapon.

Alright. I was worried because it was going to be for society, but if there are no objections then I think it would be pretty cool to just forge chains and go to town.
