Hi.
I'm currently started playing Winter Witch with Winter-patron in Carrion Crown. I have very nice background for her-she escaped from Irrisen when she realized that the witches killed her real parents. And he has lived in Kaer Maga and enjoying life to it's full.
As he is Winter witch archtype from Inner Sea magic, I picked up the winter-patron 'cos it sounded like logic one. Question is, who gave those powers of winter to her? Bab Yaga-is she powerful enough to give those powers, and why she gived them to a girl from normal kellid family. I was thinking about demonlords like Kostchtchie (Taking his revenge on Baba yaga), Sitthud, Mestama, Abraxus and Nocticula. I also considered taking the Demonic Obedience feat if it is the demon lord who gave the patron.
So: Winter patron to Winter Witch-whi was the patron?

Well, in-canon, there's nothing to say who actually grants any individual essence. Really, the ultimate answer is up to your GM. You've taken the Winter-patron - the question "Who is the Patron?" is the mystery. You want a name, but Paizo purposefully left it ambiguous - they didn't write up the names or even personalities of the patrons precisely because they wanted GMs to make those things up (or ignore them - at their option). There may be one specific one in Golarion, but I don't think Paizo has said, if there is.
Now, if you're looking for ideas, well, you've already got some yourself, obviously. If your witch is more evil aligned (especially chaotic evil), than the listed creatures (and ideas) make sense.
You could also look at Empyreal Lords, or other Demigods. If not demigods, you might want to look at the opening entries in the two (current) Bestiaries for Angles, Agathions, Archons, and Azatas for alternate lists of powerful spirits that could live up to the winter ideal, and thus be a patron for such things. For non-good non-evil, you might want to look at Axiomites or Inevitables (for law), Proteans (for chaos), powerful genies lords (mairds and djinns specifically), or even incredibly advanced elementals. In case you want them: outsiders! Lots of them!
Alternatively, very powerful spell-casters of other kinds, witches, or even specialized covens could be the source of the strange powers as a "Patron". It's even feasible that they've found a way to empower others beyond their own ability. For instance an incredibly ancient or powerful sorcerer might grant the list from her own spells known, and thus all witches unknowingly tap into her spells in order to cast theirs. Or perhaps a mighty coven found a way to grant boons to those they favored. Or perhaps once a young, foolish Power was meddling with forces he didn't understand and created a lingering mystical path by which certain spellcasters could access his power... and he doesn't even know!
All these are equally valid concepts. Really, it's up to you and your GM to work out the specifics.
And as to "why" Baba-Yaga would grant such powers to a young Kellid girl... why not? Who knows, perhaps that ordinary-looking young girl could be useful some day in her far-reaching plans. Or maybe she just liked her. Baba-Yaga, while evil, sometimes does randomly nice things for others, in myth and legend.

Two things:
First, the patrons do not grant these powers. They merely teach them. The difference is that once taught, they stay taught. If they were granted, like divine magic, they could be taken away again when the witch won't play to whatever rules the patron imposes.
Second, what or who the patron is is left completely vague. That means you can more or less put anything there. It could be Baba Yaga - as I said, the powers are taught, not granted, so the patron doesn't have to be a creature with godlike power - or even the current queen of Irrisen. Or a winter spirit. Or an ice devil.
So basically, go nuts. Think of something that sounds awesome, and use that (though as usual, it's best to check back with the GM, in case he might disapprove after all - plus he might want to use it as a plot hook)

Right, right. i forgot that witche's powers were teached, not granted just like that...all right. Well, then that changes things. In his backstory, she was raised by Winter witches and they helped her to get a grip of magic. But she already had a hint of magic in her. She is Chaotic Neutral at moment, with tipping more to the evil side. I try to make something up, the coven-thing sounded cool.

Right, right. i forgot that witche's powers were teached, not granted just like that...all right. Well, then that changes things. In his backstory, she was raised by Winter witches and they helped her to get a grip of magic. But she already had a hint of magic in her. She is Chaotic Neutral at moment, with tipping more to the evil side. I try to make something up, the coven-thing sounded cool.
Unless of course her parents made the deal with the patron and pre arranged for her to be be instructed. Then they were betrayed and murdered so they childs powers chould be thier own...wahahahadoh

I thought maybe you would find this interesting knowledge for your character, from Lords of Chaos :
"Kostchtchie was born of Ulfen parents, and grew up a murderer after his father forced him to kill his mother and sisters. Kostchtchie went one
better and murdered his father as well. Later in life, after he had become a ferocious warlord, he confronted the Witch Queen Baba Yaga
and tried to force her to grant him immortality—the witch agreed, but
twisted his form, turned him into a hideous giant, and hid away the last fragment of his mortal soul in a magical torc. Kostchtchie fled to the Abyss to nurture his hatred and hide his shame, eventually finding a new purpose as a patron of frost giants, who turned away from their god Thremyr in search of a more active and warlike deity. Kostchtchie’s
current goal is the destruction of Irrisen and the recovery of the torc that contains the fragment of his previous soul, in the hope that its return might reverse his deformity without removing his immortality."
Kostchtchie might be willing to be a patron to one of Baba's witches, possibly to spite Baba or use her as a pawn in his cold warfare with Baba.
