I just made a sonic screwdriver I think.
Select base object, such as a wandlike rod, or wayfinder.
Add open/close, mending, prestigation as use-activated magic item.
Voila, Sonic Screwdriver.
Any other fun ideas you can suggest for lvl 0 - 1 spells?
I just got to read the magic item creation rules, before I only thought it was possible to make only the items in the magic item section. Cantrips as items are fun.

Penumbra on goggles = magic sunglasses.
Light on a metal tube = flashlight.
Drench or Create Water on a fake pistol = squirt gun.

The chime of opening is sort of like a sonic screwdriver :O. A metal tube that makes sound and opens doors.
True. But it was used for more than opening.
Fixing stuff for example. And this one would actually work on wood and have more than 10 uses!Worst case scenario, set something on fire and run away screamin ^^

A black rod with a number of variable effects, depending on the 'setting'. Likely charge-based.
First setting = merciful Jolt. 0 charges.
Second setting = merciful Shocking Grasp, CL 1. 1 charge.
Third setting = merciful Shocking Grasp, CL 3. 2 charges.
Fourth setting = merciful Shocking Grasp, CL 5. 3 charges.
You now have a tazer.

This is amazing! Except, prestidigitation? I'd replace that with Detect Magic and Read Magic.

Alchemist with Mind Chymist could work. As for regeneration. I can only think of implanted ioun stone. Pearly White Spindle. Or houserule a reincarnate class ability or implanted stone.

Ah, of course. Still, I think that detect magic and read magic are musts.
The alchemist almost seems too combat oriented for The Doctor. I was thinking wizard using this awesome Item for his arcane bond

On the alchemist, it's so so. Sure the bombs and mutagen are mostly combat. But if you take mind chymist, you'll add int twice to every Knowledge check, it boosts your mental stats rather than physical, and bombs could be mixed with dispel effect to keep it to non-harmful type.
I also upgraded my screwdriver:
Sonic Screwdriver [Open/close, mending, prestidigation]
- [Upgrades: Light, mage hand, spark, detect magic, detect poison, purify food/drink, sift.]
It's not exactly as the Doctors, but if it was exactly same, where's the fun in that?

The Doctor, classwise is probably an Expert. It's the race that's the really magic part: Timelord race, which is surely a +3 or higher LA with a score of spell-like abilities and probably a +4 bonus to CON, INT, WIS, CHA. Also, selective reincarnation.

The Doctor might be a type of Bard. He's knowledgeable, uses talking rather than fighting (for the most part), and helps others do better at what they're doing.
I think the sonic screwdriver might just give a bonus to various Craft, Disable Device, and Use Magic Item checks....and can be used in place of other types of tools. For example, it can be used as thieves tools, a soldering iron, artisans tools, etc. etc. Maybe Demolitions and Repair if d20 Modern rules are being used.

High CHA doesn't mean polite. He's definitely magnetic. The high CON is because he can take hits that would kill a human outright, and has unprecedented stamina. He's never been shown to be physically weaker than a human either, so I don't know why he should lose STR.
To stats, maybe +2 CON, +4 INT, +2 WIS, +2 CHA. I'm aware they're ridiculous stats, but I'd be aiming for a +2 LA at least.

no +cha was mainly because it's the person that is charismatic, not the race. Neither lord president nor the master were overly magnetic, but rather sociopathic.
While reincarnate could be considered an LA worth, let's face it, it'd be just an alternative to Rerolling a dead character.

I disagree, I think the Master was always very charismatic. That was his whole bit, complete with a hypnotic stare in his earlier incarnations. He is very about gathering followers. The Time Lords as a whole are a very follower-gathering race in my opinion.
