What am I forgetting?...
To Craft a Wand one must be 5th Level.
So when crafting a Wand of a 1st Level spell the Caster Level is 5th.
But, I know that RAW is that a Wand of a 1st Level spell is treated as CL 1st.
A Happy Stick is 1d8+1 (1st Lvl), not 1d8+5 (5th Lvl). A Magic Missile Wand is 1d4+1 (1st Lvl), not 3d4+3 (5th Lvl).
So what am I forgetting?

Your caster level is not the default caster level for wands. The normal default caster level for a wand is the minimum caster level required to cast the spell being placed into the wand.
You can CHOOSE to make a wand at a higher caster level for better effect but that will change the cost of the wands creation.
Example: Your 5th level caster makes a wand of Cure Light Wounds. The default wand is made at CL 1 and does 1D8+1 healing.
Your 5th level caster makes a wand of Cure light wounds. He decides he has some extra cash and makes the wand a CL 5 wand. It costs him more to make the wand but the CLW now heals for 1d8+5 per charge.
The cost for creating the wand: 375 gp × the level of the spell × the level of the caster. So a CLW wand made at caster level 1 would be the default price. As you increase the caster level you increase the cost of making the wand.
You cannot make a wand with a caster level higher than your own but you can make a wand with any caster level UP TO your own, as long as the CL you use is at least as high as the minumum level needed to cast the spell, IE CL 1 for 1st level spells, CL 3 for 2nd level spells, etc.
