Laws. This is the one thing Pathfinder lacks the most in city articles. I'm not asking for every blessed decree issued since the city's founding, just some basics. This should start with country-wide laws enforced throughout the nation. National laws should be simply stated and generally few in number. A list of city laws should be extensive (at least a page) covering minor offenses, typical civil disputes that make it to court, and a chart or something detailing how the more serious crimes are dealt with. I run urban campaigns often, so this is the first section I look for after a cursory flip-through.

Definitely cultural info. What makes the Farwestrians different from the Leftcoastias? Why do the High Reach Tribes hate the Mountain Peak Clan? What style of dress is common among the Hidden Pass People? Why are the Bards of Foggy Isles so sought after across the lands? How does one properly eat the woven snail kebabs of Shorecanar in accordance with local etiquette? How many varieties of popular Dwarven Ales are there and what are they like? Such flavourful things make a setting stand out from the many, many, MANY generic "Forgotten Realms my way" homebrews out there.
