Bellow 0 hp, can a character be brought back into the fight with a heal spell, or do they need to be stabilized first? I guess what I'm asking is can a guy go down on his first turn, be healed with channel energy or a cure wounds spell and then attack on his second turn

Yes, that's correct. Healing magic automatically stabilizes the character.

Scarab Sages

At 0 hps you are disabled, and take the staggered condition, but remain upright and conscious. You can perform move actions, but any standard action or other strenuous activity will cause you to lose 1 hp. Healing that moves you back into positive hps restores your characters full round of actions just as if you had never gone to 0 hps.

Negative hps require stabilization, either by self, heal skill roll, or magic healing. Magic healing that restores the character to 0 hps, makes them as if they had never been negative, and instead they have the effects of being 0 (well, plus they are probably prone). If they receive enough healing to go positive (a character at -2hps gets a 5 hp healing burst from a cleric), they are restored again as if they were never negative (once again except for being prone one would assume). Even 1 hp of magic healing auto-stabilizes a dying character (negative hps).

When the character is healed back to a positive hit point total, he becomes conscious and can act on his initiative. However, he is prone and has probably (subject to a separate discussion) dropped his weapon.
