DemoralizeYou can use this skill to cause your opponents to become shaken for a number of rounds. This shaken condition doesn’t stack with other shaken conditions to make an affected creature frightened. The DC of this check is equal to 10 + the target’s Hit Dice + the target’s Wisdom modifier.
Success: If you are successful, the target is shaken for one round. This duration increases by 1 round for every 5 by which you beat the DC. You can only threaten opponents in this way if they are within 30 feet and can clearly see and hear you.
Fail: The opponent is not shaken.
To become shaken.
If you do it again, they become...shaken.
It doesn't say 'increases their fear by 1 step' or anything,it simply gives them a condition, so no, it does not stack. You can do it again as it wears off, tahts about it.
If you want to go past that there are a few classes with that option, such as the Thug.

Fear
Spells, magic items, and certain monsters can affect
characters with fear. In most cases, the character makes a
Will saving throw to resist this effect, and a failed roll means
that the character is shaken, frightened, or panicked.
Shaken: Characters who are shaken take a –2 penalty on
attack rolls, saving throws, skill checks, and ability checks.
Frightened: Characters who are frightened are shaken,
and in addition they f lee from the source of their fear as
quickly as they can. They can choose the paths of their
f light. Other than that stipulation, once they are out of
sight (or hearing) of the source of their fear, they can act as
they want. If the duration of their fear continues, however,
characters can be forced to f lee if the source of their fear
presents itself again. Characters unable to f lee can fight
(though they are still shaken).
Panicked: Characters who are panicked are shaken, and
they run away from the source of their fear as quickly as
they can, dropping whatever they are holding. Other than
running away from the source, their paths are random. They
f lee from all other dangers that confront them rather than
facing those dangers. Once they are out of sight (or hearing)
of any source of danger, they can act as they want. Panicked
characters cower if they are prevented from f leeing.
Becoming Even More Fearful: Fear effects are cumulative.
A shaken character who is made shaken again becomes
frightened, and a shaken character who is made frightened
becomes panicked instead. A frightened character who is
made shaken or frightened becomes panicked instead.

I'm well-acquainted with the fear rules after a specific 3.5 PrC revealed how crazy they really are. (It granted a 'fear aura,' let you deal massive damage to scared enemies, and the aura's power increased with each successful kill. Most encounters it either ended things outright or had absolutely no effect.)
Fear effects stack by the core rules (as shown above). Most fear effects will explicitly state that they will not escalate fear beyond a certain point. Other effects do not. One of these is the Demoralize usage of Intimidate.
So, yes, if you can coordinate three PCs to successfully Demoralize an enemy before its next turn, it becomes Panicked. It drops its weapon(s) and probably provoking Opportunity Attacks from all three PCs when it mindlessly flees. Demoralize is a more worthwhile Standard action to take when used against a Shaken or Frightened enemy.

Sorry to rain on everyone's parade, intimidate cannot be used to take a character past the shaken condition. No fear cheese.

Frost) The shaken condition gained in this matter cannot be stacked to create a stronger condition. If you succeed at another demoralize attempt, you just extend the shaken condition's duration. There was a sentence left out of the skill description that will be noted in a future errata update.

A: (Joshua J. Frost) Correct. Though, as noted above, it can extend the duration of the shaken condition.
