wich are the rules for animating variant skeleton and zombies (eg. blood skelies and plague zombies)¿?

and if there are any of this rules, where can I find them¿?

For skeletons, page 251 of the Bestiary, under Variant Skeletons. A variant skeleton counts as twice its hit dice for animating purposes. So, a 1 hit dice bloody skeleton is treated as a 2 hit dice skeleton when you animate him.

For zombies, you only need to cast an additional spell to make the variant zombies. Page 288 of the Bestiary. For fast zombies, you need to have a Haste or Remove Paralysis spell. Plague zombies need Contagion.

Another question: in the book says that a variant skelie counts double his HD for casting, but then it says that "Once controlled, they count normally against the controller’s limit". that means that if a animate a human it costs me 2 HD in the casting but once animated it only costs 1 HD?

Correct. A 1 hid dice bloody skeleton is treated as 2 hit dice when you are animate it (and so requires a 50 gp onyx gem instead of a 25 gp gem), but is treated as only 1 hit dice when determining how many undead you can control.
