For skeletons, page 251 of the Bestiary, under Variant Skeletons. A variant skeleton counts as twice its hit dice for animating purposes. So, a 1 hit dice bloody skeleton is treated as a 2 hit dice skeleton when you animate him.
For zombies, you only need to cast an additional spell to make the variant zombies. Page 288 of the Bestiary. For fast zombies, you need to have a Haste or Remove Paralysis spell. Plague zombies need Contagion.

Another question: in the book says that a variant skelie counts double his HD for casting, but then it says that "Once controlled, they count normally against the controller’s limit". that means that if a animate a human it costs me 2 HD in the casting but once animated it only costs 1 HD?
