On p. 36, it says that Lady Evgenya will cast change self on somebody else to disguise them. Unfortunately, that's not really an option, given the spell's mechanics....What alternative would you suggest?
That's actually something that got changed in development and I was surprised to see disguise self get applied by Lady Evgenya to someone else, as it's normally only meant to affect the spellcaster. That's why the hat of disguise is a necessary (and valid) wondrous item to make that spell effect available to others.
In the original turnover...
Lady Evgenya had a raven familiar named Aripa with the ability to share spells so she could affect it with alter self. Along with a ring of spell storing (containing charm person, mage hand, major image, and message) carried on the raven's foot, this allowed the bird to sometimes masquerade as Lady Evgenya. It could even operate in the daytime hours when its mistress could not. And, as suggested in the adventure, Lady Evgenya would consider "loaning" Aripa to the PCs to pretend to be her in order to lure the killer into their trap.
If you don't want to go with that alternative, I'd just suggest having Lady Evgenya give the PCs a hat of disguise instead.

I would just say she has an ability that allows her to do what the author intended.

Oops.
Fortunately, Ultimate Magic has a solution: the disguise other spell, which functions just like disguise self but on other people. Simply replace one of Lady Evgenya's 2nd-level spells with that one, and you're good to go!

That was a great idea! Getting a familiar involved like that seems like a lot of fun. But yeah, the Ultimate Magic spell will work just as well, of course.
