Let's say there are 2 characters and 1 enemy npc.
The initiative order is character a, then enemy, then character b.
Can this happen:
character a has a speed of 30 feet, but only moves 15 feet on his turn. he says he is done. enemy moves 30 feet in some direction, then done. character b moves 30 feet, then done. Can character a than finish out his movement?
Or, say, character a chooses to move his full move and take no other action and declare finished, only to ask after enemy and character b do their turns- only to ask that he now wants to run instead, thus gaining more movement?
My read is that once your turn is done you may no longer take any full, standard, or move actions.

You're correct. If character A only chooses to move 10 or 15 feet, that's his move action. He doesn't have to take his standard action if he doesn't want to, but he doesn't get to take it later, unless he uses it to ready an action. This wouldn't allow him to turn his move into a run (which is a full-round action) but he could ready a second move.
Outside of his turn, he can also take attacks of opportunity, use an immediate action or speak.

Starglim is correct, there is the option of "Readying" an action: "If the enemy moves away from me I move towards him again" however with this option keep in mind, your initiative is changed to after the enemy's for the rest of the encounter (unless you have a group that uses a dynamic initiative)
When you ready an action, your initiative changes to just before the creature's initiative whose turn you interrupted.
