Racial HeritageThe blood of a non-human ancestor flows in your veins.
Prerequisite: Human.
Benefit: Choose another humanoid race. You count as both human and that race for any effects related to race. For example, if you choose dwarf, you are considered both a human and a dwarf for the purpose of taking traits, feats, how spells and magic items affect you, and so on.
Favored Class abilities are not explicitly called out, but, it does say 'and so on', which means that the list in the feat is not exhaustive.
Personally, I would allow it. You've spent a feat to have grown up in a <insert race here> culture, favored class benefits should be available as well in my opinion.
EDIT :
Note this is a REALLY good feat for Half-Elves (who count as both human and elf, therefore can take this feat), as they can have two favored classes.

If you take the Racial Heritage Feat, can you take the Favored Class alternative(s) of the extra race you have selected?
I'd have to think carefully before allowing this. My main issue with this is the Half-Elves. They are treated as humans and elves, so can they choose from the Elf and Human lists? But wait, they have their own list... so do they get to choose from Human, Elf, and Half-Elf lists?
I think if "cross-race" selection were allowed, there would have been mention of it in the Half-Elf entry.
Or, you could look at it as being a half-elf gives you a BONUS list to choose from (the Half-Elf list).
Or perhaps I'm missing something rather obvious here. But as I see it, a character should not be able to cross over these lists for racial favoured class options.
