Can a Rogue with the Fast Stealth talent double move while stealthed in a round without any penalty? Is there any way for them to run while stealthed without Invisibility?
Is Invisibility/Silence a good combination?
Does Camoflauge/Invisbility stack?

Yes.

No. You cannot use the stealth skill while running (this includes while invisible).
Is Invisibility/Silence a good combination?
Absolutely. You're only half way there if they can hear ya, even if they can't see you and vice versa.
Does Camoflauge/Invisbility stack?
Camouflage (the ranger ability) *wonders why any sane designer would have two different qualities with the same name* would be unnecessary, as invisibility provides the concealment needed to use the stealth skill.
Camouflage (the rogue talent) *shakes fist at the heavens* Strict rules-as-written it would stack as it is an unnamed bonus, but would only apply if you were to actively use the stealth skill.

You can use the Fast Stealth talent for both moves in a double move.
The description of the Stealth skill says it is impossible to use Stealth while runnung.
Invisibility + Silence seems pretty good. I have never used it. Remember, many monsters can still smell you. Invisibility gives you +40 on Stealth if you are not moving, +20 if you are moving. The descrption of the Silence spell des not mention Stealth.
If you are invisible, no one can see the camouflage. I don't think they stack.

Assuming that a trait is roughly half of a feat, and a Rogue Talent is roughly equal to a feat.. would it be feasible to add in a Talent that allowed Running while stealthed, with the Pre-requisite of Fast Stealth, at a slight penalty.. say -10?

No. Alternate racial traits are not the same thing as traits. They are race specific and very hard to emulate or offer with other game mechanics. Its not just a matter of picking up the ability to run while stealthing, the elf has to give up their ability "elven magic". So its not a give me its a trade. If anything its worth more than a feat.
