Why is there a save for it? As far as I can tell it cant be cast on a creature so why does "Will negate?"

Also, what magnitude of wind effect does hovering (See the fly skill) cause?

Well, it is a touch spell, so presumably an unwilling target would be granted a Will save.

Seeing as the spell creates a 10-ft. radius of intensified wind around the target, I believe this would necessitate concentration checks for casters, make flying more difficult, among other things.

Would multiple castings of the spell (On different targets) amplify the effect?

If a medium creature has Storm-Lashed, would they then be considered large for the purpose of hover? It say "wind effects."
