He has not been mentioned by name in any scenarios in which he hasn't appeared.

All of this is to date and does not include unreleased material in which Grandmaster Torch will appear in the future.

He is also mentioned in one of the faction missions in Shades of Ice II. He doesn't make an appearance but he is referenced as a supplier for the shadow lodge.

I met the good Grandmaster Torch the same time Mark did, milk and all, I'm sure we will be hearing much more of him in the future.
