I am still a bit puzzled on how the Festival Edicts actually work. I understand the concept of essentially trading BP for Loyalty, but what I don't get is how to determine turn by turn basis how many festivals in a year are being done.
The amount of BP spent and the bonus to Loyalty is hinged on the number of annual festivals that are done.
So does the kingdom have to decide at the beginning of each year (or fiscal year or whatever) how many they intend to have that year and thus spend the increase in Consumption every month that year? If not - how does one adjudicate on a turn by turn basis?
"Were going to do a festival edict this month."
" Well that's the 3rd one this year so you're still not enough to get into the second benchmark so you're still gaining +1 to loyalty and that costs you 1 BP this turn."
Later
"Were doing another festival this turn."
"Ah that makes six this year, you're now spending 2 BP in additional consumption and your Loyalty bonus now increases to +2"
Then the next month if NOT festival happens that month do you lose the +2 Loyalty and NOT have a Consumption cost?
I'm sure it's a simple work-around - but for some reason I think I'm just overthinking this and can't seem to truly grasp how the concept is actually adjudicated.
How are others adjudicating this?

For all the edicts my houserule is that they can change them at any time, but once they do, they can't change them again for a year. So each edict they issue lasts at least one year.

They can technically change the number of festivals they plan to have every month. Something like "sorry guys, we don't have the money to have more festivals this year", thus you have fewer festivals than planned. Your spending the BP in the planning phases every month to have 1 giant festival later (or 2 giant festivals every month).

Your Counsellor announces "All right everybody, we're going to big party for Founders's Day, a huge feast to celebrate the harvest, a giant carnival for midwinter solstice, and 'Free Fangberry Tart Day' when we pull a halfling diviner out of his hole to tell us if there'll be six more weeks of winter."
Next month, she announces "Free Fangberry Tart Day is cancelled, as the halfling diviner announced such treatment was racist. Instead, the last Fireday of every month will be 'Bonfire Night' and the Baron is providing free hot tea."
The following month, she announces "'Bonfire Night' is cancelled, due to the accidental burning down of the town dump, as is the winter carnival as we've heard disturbing rumours of darkly comical mass murder. Harvest Fest is a question mark at this time, so plan on just celebrating Founders' Day and calling it good enough."
Et cetera, et cetera.
Every month you change the plan, and the people change their plans accordingly.
The point being, the Barony starts laying in stocks of (expensive) fangberries the moment you announce 'Free Fangberry Tart Day' and that's what costs you the BP. The people are happily planning their costumes for Free Fangberry Tart Day and that's what increases their loyalty. Cancel Free Fangberry Tart Day and the people are all saddened (and less Loyal) because now they won't get to see Miss Scrimmage's Finishing School for Young Ladies' Dance Team and Chorus perform the famous 'Fangberry Flop' - though you'll save yourself some BP on buying more of those expensive fangberries.

In general, I find it worthwhile to just abstract it. Ignore the Number of Festivals per year figure, and consider it a general level of 'Festivalage' for the month.
This is definitely quite simpler and will be the rule of thumb
However my style is for a great deal more flavor - a la Troll's narratives; which are really good.
So I'll be simple but descriptive.
