My first bit of advice here is to stick to 1/less than 1 HD creatures as a starting point, doing otherwise is silly to balance and only makes things harder on both you and the DM in the end.
That aside I figure trading out fewer spell slots for more versatility and flavor is a pretty even trade, especially in the cases where you find ways of making the bloodlines compliment each other, such as the case of a Efreeti/Gold/Red Dragon Bloodline Sorcerer where you can change any damaging spell into a [Fire] spell, and you use your Draconic heritage to add +1 per die every damaging spell you case (As long as you CHOOSE for it do said fire damage). There as MANY things you can do with this.
With the combo you propose you would be able to spontaneously convert any damaging spell to either electricity or fire. Fire & electricity magic missiles anyone? Just keep in mind you will be learning less spells than normal for each level so you are very likely going to be taking the favored class bonus for an extra spell(at -1 max limitation) whenever possible as soon as you can.
I am waiting to get my hands on the hero lab upgrade for UM atm so I can test it out and run the book through its paces with a number of things, makes things much faster.

Agreed, should be fine, as long as you are not in PFS. Check with your GM though.

But for those minor elemental races would most gm's agree that a genie bloodline would retcon toward working like the elemental bloodlines for the +2 for Charisma?

I myself would allow the elemental planetouched to use the genie bloodlines as well as the elemental bloodlines for their heritage racial ability, makes logical sense as that is how those 'races' got started most likely.
What your asking however is not going to have ANY official ruling on it other then "do what the ability says, no more no less".

I've actually got one playing in my LoF game. As an amusing note, if you're less than 3rd level, the Elemental (Air) and Djinni Bloodlines are mechanically identical, and even above that switching from one to the other is pretty easy. I know because we did so for the character when he was level 2 (and Ultimate Magic came out).
