Can a Magus, who can only prepare up to 6th level spells, with spell perfection feat (choosing Vampiric Touch, a 3rd level spell), prepare a Perfected Quickened Vampiric Touch?
This would effectively make the spell a 7th level spell slot, (which Magus can't do), but could Spell Perfection work around that?

Yes. A sorcerer or wizard doesn't have access to ninth level spells at level 15 either and is still allowed to use quicken on a spell perfected level 5 spell.

A Magus can actually go one better and blow all his various once-per day 'sudden Metamagic' arcana to cast an Empowered, Maximized, Quickened, Silent, and Still level 6 spell to generate an equivalent of spell level 17 (on a 0 to 9 scale). This makes him, by pure numbers, the most powerful spellcaster in the game... ;)
By the way, has anyone else noticed how many of the Magus's 'powers' are just 'magic items posing as class features'? There's the whole enchanting the weapon thing, spell recall = pearls of power, sudden metamagic arcana = metamagic rods - and they're just the obvious ones... Not sure if it means anything; just an observation...
