I'm looking for a couple things. First, just general balance, power, and overall impressions on the class. Second, I am currently missing an ability for level 17. Any suggestions would be wonderful.

Just from a quick scan, you seem to have basically re-imagined the Eberron artificer as more a mechanical type. It looks pretty good so far, BUT the clockwork companion mechanic is too powerful. It means the engineer is basically 2 PCs. You may want to look at making it more like the homoculus with benefits of an animal companion thrown in.
The sapient construct is too short. I see you are trying to make a subtype, but it is flimsy.

1) How is the clockwork companion too powerful? I'm willing to accept this, but I'd like an example. As I see it, it's no more powerful than a summoner's eidolon.
2) Sapient construct is supposed to be short. Maybe I should have labeled it as a "Template" rather than a "Subtype." It's not supposed to do anything but give the construct active thought. It doesn't modify its body in any way.
I'll look at it, and maybe add in a little extra, but I'm not sure why you think it's "too short."
Again, I'm willing to accept what you're proposing, but I see evidence only to the contrary.
