Free RPG Goblin Book = Goblins of Golarion?

The guy who runs my FLGS seems utterly convinced that the item that will be given out on free RPG day and the Goblins of Golarion book are the same thing. He bases this on the fact that they are both about goblins and that the first sentence in the description of goblins of golarion is "Here there be goblins"
