Suprise round, Ready, Delay actions confusion

I am having problems wrapping my head around this one. I am confused on the effects of delaying vs readying and how it effect initiative. There is also some confusion on the suprise round. I found some good threads on this in the past (should have bookmarked) so how does this work by RAW. One of the main questions is delaying and moving to the top of init order.

If you delay, your init changes to when you come out of delay. If you ready and take your readied action, your init changes to just before the acting creature who triggered your delay.

To delay while in the surprise round, and then come out of delay at the start of the first round (thus being first to act in regular rounds with those who were surprised still flat-footed), seems a bit odd, but I'd be hard pressed to argue against it.
