Werewolf: CR 2 Fighter vs. +1 CR?

Rules Questions

Ok, so I checked for errata and didn't see anything on Lycanthropes, so I was wondering.

In the werewolf entry it gives a level 2 fighter and gives him a CR of 2, suggesting that the werewolf is equal to a base race.

But (somewhat understandably) the "Creating a Lycanthrope" section states that werewolves are equal to the base character +1.

So, which is correct? Is a level 2 human (natural werewolf) fighter a CR2 character as the stat block says or CR3 as the "Creation" guidelines suggest?

a Pc race with class levels is level -1 cr. so a human fighter would be cr 1 at lvl2.

so the werewolf is cr 2.

A level 2 Human Fighter is a CR 1 opponent.

A level 2 Human Warrior is a CR 1/2 opponent.

A level 2 Werewolf (Human) Fighter is a CR 2 opponent.

All is correct as listed in the entry.
