When I described the ruins for my players, I gave them the impression that Harrowstone is located 10-15 minutes walk from town. When I first read Haunting of Harrowstone, the mention of youths daring each other to spend the night or touch the rusty bars of the prison convinced me that the ruin must be relatively close by. In a mist-shrouded region like Canterwall with who knows how many terrible tales told about the moors of Canterwall, it just seems unlikely to me that kids would dare travel too far from the safety of their village, especially considering how superstitious the locals are.
Travel a mile or two, maybe. 4+ miles? Not likely.

I told my PC's it was about a mile out ontop of a hill. Slightly visible but no details can be seen of it at this distance
