For instance say the king had no modifier due to scores, would he now have a +3?


Nope. The circlet adds +3 to Charisma checks. It does not add to Charisma Bonus, which is what is added to Control/Command Checks.

A headband of Charisma on the other hand WOULD add to the checks (and making a headband of Charisma into a crown is a very clever way of making a persuasive King/Queen).

As written, neither a Circlet of Persuasion nor an enchanter's Enchanting Smile class ability have any effect on Ruler bonuses, which I think is kind of annoying. Social interactions are an area in which enchanters are supposed to excel, and it seems to me that the Charisma-based leadership roles (Ruler, etc.) should be a form of social interaction, but since they are competence and enhancement bonuses to skills, respectively, they have no bearing on the leadership stat.
