Are hexes counted as spells or in a cat of their own I only ask due to a player asking if he can have a metamagic reach rod which increase the range of SPELLS, and there must be other items which modify SPELLS, so the question is are hexes counted as spells, and as so can be modified by items (ie metamagic reach rod)

Hexes are hexes.
If they were spells they would be in the spell list instead.

Not only are they not spells, they aren't even spell-like. Most are supernatural with two being extraordinary. Not a single hex draws an attack of opportunity, etc.
So, though some mimic the end result of spells, none are spells themselves, and nothing that affects a spell affects them. This also means spell-focus feats don't help. Nor could the metamagic feats for spell-like in the bestiary.

You could let him make a custom "metahex rod" though :)
I suppose, though hexes are disgusting enough as is. They really really don't need the help. The last thing you need is a witch dropping persistent and extended on slumber or agonize hexes.
There's also the problem that hexes don't have levels, so pricing becomes an issue. Honestly, I wouldn't do it.
One of my PFS characters is a witch, and she's disgusting enough with a minor metamagic rod each of focus spell and persistent spell. If she could apply those effects to her hexes she'd be officially broken.

And in case it wasn't abundantly clear from Alorha's comments: boosting the hexes in any way is a "bad idea" (tm). Note that Ability Focus is not normally a feat available for PCs - as a GM you can give special allowance for it to your player. But you do so at your own risk.
