I have a quick question. If the Wizard's bonded item gets targeted by dispel magic or is otherwise turned off, can the Wizard still cast spells without having to make the concentration check?

The Arcane Bond effect is not dispellable, although the extra magic properties might be suspended as normal. So the caster should function normally.
