Sovereign Court

Simple question: who or what are them, exactly?
I was reading "The secret of the rose and glove" and I found the ryme about the gardeners inspiring, especially as it was explained it was originally dedicated to "the shades of frost, spirits of putrefaction". Then it struck me: the gardeners never speak, are left un-molested by all the various revolutions that periodically storm Galt, and more importantly tend to teh final blades, artefacts of great power as they are meant to trap souls in order to prevent resurrection.

Originally I thought of the Grey Gardeners as just a strange human organization supporting the revolution, now I think they may be something more sinister...

Ideas? Evidence in the books (positve or negative)?

there's another reference to them in the short story in the pathfinder tales section, the walkers in the crypt.

Here is the wiki article on them... may help a bit. Also Plague of Shadows deals with quite a few gardeners

In a nutshell, they're Galt's Secret Police. According to what I picked up of what you see of them in Plague of Shadows, they seem to be the driving force keeping the Revolution going in Galt as well. They have a hand in propping up each new government and then are the ones who pull it down to give the people the Enemies of the Week for the guillotine. The people of Galt both respect and fear them, mostly fear though, as they don't want to be next on the Grey Gardeners' list.

They're my pet project. Wanted to see how long you can keep up the crazy and chaos with just humans. No demonic influence (I even left the proteans out of it), no magical stuff, just inducing fear in people, goading them on (the Final Blades don't count. They might be supernatural, but the fear they induce is totally mundane).

It has been decades! So great. The proteans are watching, even if they're not interfering, and if this can be sustained long enough (which, in all likelyhood, is an apparently random length of time), it will be expanded to the whole planet (this time, with supernatural assistance.).

The chaos will be wonderful.

Oh, and forget that I just said all that, it's supposed to be a secret.
