After the final fight I had a player who wanted to run back and deliver his message to his contact, is that allowed?
Or does it all have to be completed before the final encounter?

1) there is time in the slot
2) it makes logical sense they could go back
I would allow it.

We're not out to "screw" players out of their PA, but it should make sense for the mod. Obviously, the result of the final encounter or the nature of the mission might preclude the player from completing it at the end. I usually ask just prior to revealing the conclusion, if anyone wants to do anything else. If not, they are done.
As long as the player has a reasonable explanation on how s/he will complete their mission, why would you want to block them?

There are some specific things that have to be done after the final encounter, such as day job rolls, so yes, there should be a chance for last minute stuff. I would say that so long as you have not finished filling out the chronicles and handed them out, then minor things such as you mentioned or the purchasing of items or rolling disease checks to clear a condition, etc, can still be done.

+1. Especially the logical sense part. If the mod had them travel 1000 miles by ship, then I would not allow them to go back and deliver the message or whatever. If it was just across town, then why not?
