In the Thunderstorm entry in the rules section for weather it mentions that lightning should occur every minute for a 1 hour period during the eye of the storm. So my question is how do you determine if it actually hits someone? It's great that there's lightning every minute but the odds of being hit by lightning once are about 1 in 750,000. So with those odds the chance that you get hit repeatedly in the same storm seems incredibly unlikely. I'm just trying to get a better feel on the weather rules and it seems like some things are just "oh yeah and then there's this". I'm capable of just handwaving certain things, but I'd love some community input.

I would assume it does not hit them at all. Unless they do something dumb Like say a Fighter just killed some Evil oponent on top of a hill and decides to choose tha tmoment to pose and hold his sword up in the air as he stands there in his full plate armor.
in which case i think the Dramatic effect rules make the chance of being hit 100% :)

If the focus of the storm is about the same as a control weather effect - a 2-mile radius - and the land is generally level, a bolt should strike within 1/4 mile (440 yards or 1320 feet) of the PCs roughly once in its duration.
If the PCs are, or stand next to, the best target in a 1/4 mile radius, it will very likely affect them. Otherwise you could assess whether they are one of the 20 best targets (1 in 20 chance), exposed as a reasonable target (1 in 100 chance) or some similar dice roll that strikes your fancy. If they're generally taking sensible precautions, there's no measurable chance they'll be hit.
