There was a Dragon magazine issue, actually two issues, dedicated to dragons as characters, with racial levels, from 1 to 20.
(Edit: I just checked: The metallic ones are in Dragon #320 and the chromatic ones are in #332)
I think there is something similar in the Draconomicon, although not that good if I recall correctly.
For demons and devils, you don't become one of them.
They are outsiders. They are this way, body and "soul".
You can worship a demon lord or a devil prince, there are several prestige classes for that, but they don't turn you into a demon or a devil.
At the best you can become a half-fiend.

So me and my gm are looking for a way to turn one of the players into a dragon. Is there a easy way of doing it or a hard way?
The other thing is how does one turn themselves into a devil or demon with out dying and getting your soul thrown down there?
Easy way = Dragon Form spell + Permanency = Advantage: Easy, Disadvantage: Easy to dispel
Hard way = one Quest per HD of dragon to become to Find the rare item's of dragon, get 10 followers per HD of dragon to become. Have the followers cast the following spells ((hope they are not disturbed, by someone, while casting these rituals)): Transformation, Shapechange, Wish, Form of the Dragon 3, and Polymorph Any Object. = Advantage: Permanent, Disadvantage: lots of quest, need lots of followers, and someone might disturb the ritual, which means you got to start from scratch again. (beware of pesky adventures !!! ).

3.5e Races of the Dragon, has a race called Dragonborn. Basically you do this elaborate ritual and it turns you in to a draconic creature.
If you are looking for a RAW way to become a dragon that is likely as close as you are going to get.
I would work up a plot way of making it happen. A series of challenges set forth by an ancient Draconic God, or send the player to a dragon grave yard. Huge dragon bones all over the place with powerful Draconic Spirits attached to them. You could have him try to appease the dead dragons to gain a portion of their power. Each time he completes a task he gets closer to being a Dragon.
Wild Magic Zone + any spell gone wacky = Dragon.
