My group and I are finally about to start playing Rise of the Runelords (hooray) and of course I plan to convert it to PFRPG rules first. But I've already stumbled upon my first question.
The PFRPG Conversion Guide states for Converting NPCs on p 12 that "[...] the CR of NPCs is reduced by 1 in the Pathfinder RPG [...]". Could somebody explain to me why that is?
Does this maybe only count for NPCs converted with the quick conversion method?
Does it perhaps only apply to NPCs that use exclusively NPC-classes (and no PC-classes)?
How can I make sure that converted NPCs will provide an equal challenge?
I can't find any explanation for this in the Core Rulebook, and I don't have the Advanced Player's Guide or GameMastery Guide. Yet.
So if anybody could enlighten me, I would be most appreciative!

Its because how CR is calculated is different between 3.5 and PF. An NPC using the same levels in PF as in 3.5 is considered 1CR higher. If you are rebuilding you can either add an additional level or just leave it alone and still give it the same CR, it won't hurt anything, and will make it easier on the conversion.

It's because, in Pathfinder, a character's CR is their class level -1. So a Fighter 3 is only CR 2. In 3.5, i was full class level. So the change means listed NPCs are 1 CR less.
It's often reccomended that you tack on a level to such characters to maintain their CR. All of this only applies to normal NPCs, not multiple HD monsters given class levels, who still add +1 CR per level (usually, anyway).

That right there is a list of conversions others have done for the pre-Pathfinder RPG Adventure Paths by issue.
I have no idea how good the RotRL ones are, since I'm actually playing in a game of that and haven't looked, but the Legacy of Fire ones (which I've looked at, since I'm gearing up to run it) are quite good, usable with only minimal editing, and most of that just because I'm obsessive-compulsive and like things just so.
