On monsters, ability states that they cannot be flanked and gives a +4 to perception.
On alternate Teifling abilities list, all-around vision does not include +4 to perception, but it has the same name.
Is this correct, or was the +4 to perception left out of Tiefling abilities by accident?

They're in Pathfinder - Council of Thieves I - The Bastards of Erebus... don't know which # that is, but it's at the back and there's 100 alternate abilities to roll/choose from. Very cool.

It was probably excluded (the +4 bonus) for 'balance' reasons. The no flanking is nice enough as an alternate racial that you don't need to try to squeeze in an extra +4 to a skill (better then skill focus as a bonus feat)on top of it.
