Is using a Staff the same as using a wand DC 20? Can you recharge a staff with a wand if you dont have any of the spells on the item?
A staff is the same in that you can activate it with a DC 20 use magic device check (it is a spell trigger item). However, it uses your caster level and DCs for the spells rather than that of the the staff's if your numbers are higher.
You cannot recharge a staff with a wand. You must use your own prepared spells or unused spell slots.
So if they dont have the spell on their spell list are SOL on Charging it
