From the symbol on the chest, I figured she was trying for Phoenix from the X-men.

Mediocre perhaps, but hardly fail.

Fail would be the phoenix symbol in yellow construction paper obviously taped on and the her 2 sizes (or more) larger than the outfit.

While Sailor Bubba is wrong on may levels, the one thing he got right is that the outfit actually fits.
