If you can't find a rule for the damage caused by being dragged along behind a horse, I'd rule it as 1d6 non-lethal damage for each round (reflex for half damage maybe to show that they are able to maintain a little control) that the horse moves at least x2 speed. Kind of like getting pummeled each round. Maybe increase the die for each speed category increase (x3 = 1d8, x4 = 1d10, etc).
Of course if the individual being dragged is able to walk/run and can keep up with the speed of the mount then they don't get dragged.

Thanks for showing what I suspected, that there was little agreement.
I agree with the 1d6 or 1d8 but I don't see how it would be non lethal. Various horse cultures sometimes dragged people to death as punishment or sport, and it hurt, a lot.
How about d6 for every 10 ft dragged- the dragee's speed, basically based on falling damage.
Anyone up for the experiment? I got the horse.
