You try to recreate a specific theme elementalist, similar to Avatar ?
A generalist wizard focused on elemental spells possibly.. in World of Warcraft the standard mages were more or less to be assumed elementalists, I will see if I still have the books somewhere, it might be a good base to create a homebrew from.
A limited spell list class like the witch might also be a good starting point to work from, replacing the spells and modeling hexes toward more elemental natured abilities.

Honestly, I'm trying to make a workable Shaman class based off of World of Warcraft. I did make a thread in the Homebrew forum about this and got some okay feedback. I just hate how every class based around the elements makes you specialize. The Shaman in the World of Warcraft RPG is a subclass of healer and feels so far from what Shaman are that I don't want to use that. I want it to be a spontaneous divine caster with access to the Druid spell list. I think Druid spells are very appropriate for a WoW-based Shaman, and I want there to be an Oracle/Sorcerer for Druid.
I was considering basing a lot off of Witch, actually. Like maybe making the Hexes like the Oracles Revelations and give them access to all of the revelations from the Flames, Life, Stone, Waves, and Wind Mysteries. That way they could be evenly spread OR they could specialize.
I'm just having an uncharacteristically difficult time with this.

I'm looking for a class/prestige class/homebrew/whatever for an elementalist class that doesn't focus on a single element, but instead spreads his focus across all of them. My searches have thus far been unsuccessful, so I was hoping one of you fine people would have an answer for me.
My advice? Make a cleric and swap the spell list with the Druid spell list. You've got healing, druidic spells, and you can pick two elemental domains (Air and Fire, for example) to help you convey the dabbling in various elements. Seems very Shamanistic to me.

I just hate how every class based around the elements makes you specialize.
+1. This has always been, in my opinion, a failure of most elemental themed character concepts throughout every edition of the game. I've been looking in vain for a properly integrated "quadri-elementalist". For my money, I find that a 3.5 psionicist makes for the best such character since psionic energy-based powers (thankfully!) allow one to freely choose the type as desired.

How about going with the witch, but replacing the witch list with the druid spell list. Remove all the hexes that are not appropriate and replace them with appropriate revelations from the oracle class.
I'd also make the witch a wisdom based caster in this case.
Possibly just remove the familiar and replace with elemental affinity, allowing casting of elemental spells with +1 caster level or something similar.
