Question about item costs

I know that people can pay to have their items upgraded in town for the difference of the price of the two items such that a player with a +1 amulet of natural armor can have it upgraded to +2 for 6000 gold but what if that same character takes the item creation feat? After buying the +1 version? does he use the price of the item or the cost of the item to determine how he upgrades it?

If they use price it costs 2000 gold to bring an item from the price of a +1 to the cost of a +2
if they use the cost it takes 3000 gold to bring the cost of a +1 to the cost of a +2.

I assume you mean market price (how much it costs to buy the item outright) and crafting cost (cost to craft the item, which is just half the market price).

You'd look at the crafting cost, not the market price to determine how much it costs to upgrade an item. So it would be

2000 gp to craft ANA +1
4000 gp to craft ANA +2

2000 gp to upgrade an ANA +1 to +2.

Description

This amulet, usually crafted from bone or beast scales, toughens the wearer's body and flesh, giving him an enhancement bonus to his natural armor from +1 to +5, depending on the kind of amulet.

Construction

Requirements Craft Wondrous Item, barkskin, creator's caster level must be at least three times the amulet's bonus; Cost 1,000 gp (+1), 4,000 gp (+2), 9,000 gp (+3), 16,000 gp (+4), 25,000 gp (+5)

So, to purchase the upgrade you would pay 6,000 gp (the difference between 8,000 gp and 2,000 gp). To craft the upgrade you would pay 3,000 gp (the difference between 4,000 gp and 1,000 gp).

It should not matter which you use, since the crafting cost should be 1/2 the market price, thus 1/2 the difference should still work out.
