Yes, you generally add template abilities on top of a full standard example of the base creature, overriding its abilities only where the template tells you to do so. The half-dragon template says "A half-dragon retains all the base creature’s statistics and special abilities except as noted here" and "Abilities: Increase from the base creature as follows".
