Transformation spell: character levels?

the Transformation spells says, "Your base attack bonus equals your character level".
Is character level the sum of all class levels? HD?
What about monsters with class level?
What about monster that have this as a spell-like ability and no classes, what is their "character level"?
Would you use HD?

The sum of all class levels, plus racial or monster hit dice if applicable. This is almost always the same as the creature's hit dice.
