Arcane Bond (Ex): At 5th level, a magician gains the
arcane bond ability as a wizard. He may not choose
a familiar or a weapon as a bonded item. This ability
replaces lore master.
Would a staff count as a weapon? I would say yes, but a staff can be more. Not to mention, all that leaves is a ring, an amulet, or a wand.
Also, staff and weapon are mention separately.
Wizards who select a bonded object begin play with one at no cost. Objects that are the subject of an arcane bond must fall into one of the following categories: amulet, ring, staff, wand, or weapon.

Since it is mentioned separately, I would say no. I would not allow any magical weapon enhancements to be placed on it.

Both the Staff of Power and the Staff of the Woodlands are described as being +2 Quarterstaffs as well as a Magic Staff. This is also likely factored into their respective market prices (no time for me to do the math at the moment). Since Magic Staves are explictly described as being "like a walking stick, quarterstaff or cudgel," I see no reason why you couldn't describe your Arcane Bonded item in that manner as well.
However no getting two magic item crafting feats for the price of one. As far as the class feature is concerned, it's a staff. You would not be able to use the Arcane Bond class feature to enchant it as a weapon. No reason why you couldn't pick up the feat on your own at 5th level or higher though, or pay someone else to enchant it for you.
